An electric-field is a field which is produced by electrically charged objects or particles, and acts on other electrically charged objects or particles. The electric-field of an electron caused by its negative charge will repel another negatively charged object; but will attract a positively charged on (such as a proton).
The theory of electric-fields is just one part of the theory of electro-magnetic-fields, which unifies electric-fields and magnetic-fields.
